We had a strange experience during our vacation to Nungwi in February. We booked a snorkelling excursion to the Mnemba Reef from a small beach operation that I am guessing is not a licensed operator.
The snorkelling was fine, but upon leaving the area, we were approached by another boat which bumped up against ours. There were 4 men on this boat and they started yelling (in Swahili?) at the two that were crewing our boat.
The operator of our boat handed one of the men some money which he pocketed, but the yelling continued and escalated to them trying to board our boat and trying to grab the spare gas container off of our boat.
There was some pushing and shoving between the crew of both boats to keep them off of ours and to keep them from taking things. Finally, the operator of our boat handed them some more money and they left.
There was no real interaction with us during the whole exchange, and we were unharmed and lost nothing in the encounter. Just curious as to what this may have been about?
